In 2014, the team behind the Stop Illegitimate Vetoes campaign published a report called Legitimate Concerns. It outlines the consequences of the current use of the veto, as well as a suggestion for how it could change. The report is continually updated and the current revision is available to download below. Also available is the Report Companion, a short compendium with the details and coding of all vetoes examined in the report.
